Buying a Home in Rockland County, NY
Rockland County has 39 municipalities — 5 towns, 19 villages, and 15 hamlets — ranging from walkable river villages to wooded suburbs. Here's what buyers need to know that Zillow won't tell you.
- Tax layers vary. Villages pay town taxes and village taxes — two separate local government bills. Hamlets pay only town taxes. This can mean $2,000–5,000/year difference on similar homes.
- No Metro-North. Only the Pascack Valley Line runs through Rockland (Spring Valley, Nanuet, Pearl River → Hoboken). Most towns depend on express buses to Port Authority or the TZx across the Cuomo Bridge to Tarrytown.

Understanding Property Taxes in Rockland County
Rockland's tax structure is more layered than most counties. Every property owner pays the same Rockland County tax and a school district tax. But local government taxes vary significantly depending on where you live.
If you buy in a Village
Example: Piermont, Nyack, Suffern, Spring Valley
Four taxing authorities. Village services (roads, village police, snow removal) are funded by the village tax.
If you buy in a Hamlet or Town
Example: Pearl River, New City, Nanuet, Tappan
Three taxing authorities. Town services cover roads, parks, and local government. Generally lower tax burden than equivalent villages.
When comparing a home in the Village of Piermont to one in the hamlet of Blauvelt a mile away, the Piermont home will carry an additional village tax bill. Both pay Orangetown town tax and South Orangetown school tax. The village tax can add $1,500–4,000/year depending on assessed value.
Tip: Before making an offer, ask the seller for the prior year's full tax bill — all bills — not just the school tax estimate a realtor quotes.
Getting to Manhattan
Rockland County has no Metro-North service to Grand Central. The only commuter rail is the Pascack Valley Line, which runs from Spring Valley through Nanuet and Pearl River to Hoboken — not Manhattan. From Hoboken, you take PATH (~15 min) or NJ Transit to Penn Station to reach Midtown.

Coach USA/Short Line buses to Port Authority Midtown from most towns. TZx express bus across the Cuomo Bridge to Tarrytown Metro-North (Hudson Line → Grand Central).

Most of Rockland is within 25–50 min of the GWB. Stony Point and northern Haverstraw are farthest. Expect significant tunnel/bridge traffic during rush hour.
GWB is the primary crossing for car commuters.

East Ramapo Central School District
East Ramapo Central has been under New York State oversight since 2015, when a state monitor was appointed following concerns about fiscal management and educational equity. Clarkstown Central School District

South Orangetown Central School District
South Orangetown is a small, high-performing district serving Blauvelt, Orangeburg, Tappan, Sparkill, Piermont, and Palisades. Consistently strong test scores, high graduation rates, and a tight-knit school community.
Nyack Public Schools
