Any registered New York voter can request an absentee ballot — no excuse required.
Request your ballot early (at least 7 days before the election). Ballots must be postmarked by June 23.

I'm registered Independent / No Party — can I vote in the primary?
No. New York has a closed primary — only voters registered with a party (Democrat or Republican)
can vote in that party's primary. If you're registered with No Party Affiliation (NPA) or a third party,
you cannot participate in the June primary unless you change your registration to a major party.
The deadline to change party registration for the June 23 primary has already passed.
